Does turning a light off for a short time [and then turn it back on] waste more energy than keeping it on?

bobbonew: I once heard that you should keep a light turned on for the 30 seconds you would turn it off because the act of turning it on causes a surge of energy to be used up. That energy is said to be greater than what it takes to actually keep it on for that time. Any validity to this? (1 answer)
